I've heard those stories about particle beam weapons, but particle beams really need to travel in a vacuum to be effective, else they collide with air molecules. Then again a laser, which is a photon particle beam weapon, works well in air.

I'm not sure about particle beam stealth, but the Russians talk about plasma based stealth, though you never know if what they say is pravda. ;-)
