Bill does similar posts on the milcom list. I looked into his assertion that the signal in question was ANDVT. I did spectral analysis of ANDVT and the signal on 3.39. Both signals are FSK (frequency shift keying), with clear peaks at each frequency. However, the frequency separation of the signal on 3.39 was much wider than ANDVT. Thus this signal is not ANDVT, so why suspect it is from FEMA.

I don't recall how to subscribe to the milcom list, but you can poke around www.qth.net and I'm sure the instructions are there.
