I've never found a list of localizers online, only individual ILS (and LOC) approach plates (diagrams). The AOPA has one for members, but NOAA has even better ones available on line in .pdf format. See the link. You have to drill down to the airport you want and then look for ILS or LOC (rare) approaches.

The identifier usually is the airport identifier preceeded by the letter "I", but there are exceptions. In Las Vegas, rwy 25R ILS identifier is ILAS, but for 25L it's IRLE. And where I fly, Sugar Land (SGR) the ILS identifier is ITXH.
