I have to say that notam is a bit confusing. I converted a few to local time:

SPECIFIED DATE: RED FLAG MASS LAUNCH AND RECOVERY TIMES:
LAUNCH / RECOVERY / LAUNCH / RECOVERY //
2 MAR 2130 - 2230 /
______1330 - 1430

3 MAR 0015 - 0115 / 0415 - 0515 / 0715 - 0815 / 2145 - 2245 //
______1615 - 1715 / 2015 - 2115 / 2315 - 0015 / 1345 - 1445

Note that 3 Mar 0015 is realy 1615 the previous day, which might make sense since they way they wrote the notam it looks like the planes launched on March 2 never get recovered. I wonder if they got the launch and recovery columns mixed up. If they did, then the schedule would make more sense. It would read:

March 2, launch 1:30PM, recover 4:15PM
_________launch 8:15PM, recover 11:15PM
March 3, launch 1:45PM etc etc
