Aside from certain projects in the past that may have needed such a long runway, as indicated by Aaron and Frank, I am sure that's what it is. When you look at some of the newer satellite images you see that the end of the marked runway is near the northern and southern taxiways. The part of runway 32L extending across the lakebed is an overrun, used for emergency situations as you mentioned. For the lengths of the runways with and without the overrun see the attached link.
