The first, light colored, guard shack is usually empty. This is the old guard shack, before the gate was improved (see attached link).

The new guard shack a little further back may appear empty as well. But there is usually at least one guard inside. As long as there are curious visitors around he will come out only to check in or out vehicles passing through the gate. Or if you decide to jump the fence, which of course is about the stupidest thing you can possibly do.
