I know that this is only speculation but his CV is quite impressive and would you need a Top Secret clearance to work for EG&G on the ranges within construction projects?
As I read about the projects he worked on, I thought I rememberd that I read somewhere that underground storage tanks were removed some time at Area 51 and replaced by Above Storage Tanks. Right?
I am honest - I don`t know about all the complexes within the ranges but would there be such a requirement for worker housing and recreational and sports facilities?
As I said before - a lot of speculation - but wouldn`t someone rather say that he worked within the ranges beause he can`t say that he worked at Groom Lake?
