This entire site is devoted to answering those questions. If you want to see the base, climb Tikaboo Peak (click links on left side to find out more). If you want to get close to the base go down Groom Lake Road or the back gate road (see links). You can't see it from there, but you are close. If you want a good view of the sky above you can go to the mailbox, tikaboo, powerlines overlook, timpiute, etc.. (See links!).

As for camping, see a few posts down. My mother asked the same question there.
