The CIA book also mentions a few personal checks were issued to fund the U2, though I assume the money simply got funneled back to the "investors".

In the internet age, these budgets are now on-line if you look hard enough. But do you really believe they spend the money on the line items in the budget? Look at our favorite target, the DOE. Here is their budget:

Check out the spending on the National Ignition Facility. I bet they lumped a few black projects in that project which so far hasn't worked, though the goal (fussion) is noble.

For those in the SF Bay Area, this budget mentions the special test range of Lawrence Livermore Labs. I've heard they blow stuff up there (not nukes of course), but what ever they blow up starts out under a big tent so you can't see it.
