Mark Rich did intelligence for the mossad, and his pardon was at the request of Israel. Unfortunately, the investigation into the pardon has blown his cover.

Following the money with defense contractors is a much more diffucult process. Defense contracts ought to be based on the merit of the project, but this is rarely the case. Bob Dornan kept the B1B alive long after everyone realized the plane doesn't have a mission. "brilliant pebbles" got (rumored) around 300 million in funding, but can you show me any working hardware? Yet nobody is in jail because it was a R&D project that didn't work. That is the nature of research. Not everything will work.

The only probes I has seen actually nail defense contractors are for billing for work that was never done. These items show up in the USAF news periodically. I haven't archived any, but you can subscribe using this information and you will eventually see such an article:
