I am afraid it does. I would hate to see a fenced-off corridor through this beautiful part of Nevada. Notice that they promise continued public access to the area only during the contruction. IMHO it is safe to assume that once the railroad is finished, access will be restricted.

Funny that, although the transports are 'absolutely safe', they do not use the existing tracks via Las Vegas, but build a new expensive line through very rough terrain, avoiding major cities...
