Possibly simply a matter of logistics. We are talking about 1500+ civilians taking the Janets every day. That requires parking, a designated terminal, easy access, available runways and civilian air traffic controllers.
Not to mention that these folks are mostly civilians that are cleared for certain areas of Gorrm, but not neccessarily for other military bases.
This is just my two cents, any commets welcome.
